Executive Summary

Office of Cosmetics & Colors fiscal 2003 budget would remain flat at $3.1 mil. under President Bush's spending proposal released Feb. 4, FDA says. Center for Food Safety and Applied Nutrition would see 2% increase in spending to $430 mil. if adopted. Proposal includes $436,000 increase to cover inflationary costs related to color certification program, which is financed by user fees, as well as additional $239,000 to cover retirement accruals in the color program. Total proposed funding for FDA is $1.73 bil., including $295 mil. in user fees, reflecting an 8% increase over fiscal 2002. Budget includes $159 mil. to continue FDA's counter-terrorism initiatives...
