The UK Health Departments have opened a consultation on the new proposed harmonised edition of Governance Arrangements for Research Ethics Committees (GAfREC)1. The proposed harmonisation of GAfREC would bring the National Health Service into line with other employers by recognising that the duty of care owed by an employer to its employees is different from the duty of care owed by the NHS to its patients2.
