Glaxo took over Wellcome to boost profits at risk from the Zantac patent expiration. But its R&D managers used the tumult and pain caused by the deal to revitalize an organization which had grown complacent and was ill-equipped to exploit the new technologies which were industrializing drug discovery. Medicines and medical devices should be exempt, but only until 2035, at which point the European Commission should check whether the development of materials and the recycling process have progressed, and may adjust this exemption accordingly.
