International trade arena provides option for challenging Prop 65 -- P&G's O'Reilley.

This article was originally published in The Rose Sheet

Executive Summary

CALIFORNIA PROP 65: GATT COULD BE USED BY FOREIGN FIRM TO DEFEAT Prop 65 or similar state or local initiative, Procter & Gamble Corporate Counsel James O'Reilley suggested at the Food & Drug Law Institute 1996 educational conference Dec. 12. O'Reilley predicted that "when international cosmetics firms bring in the heavier weight of the federal government's trade apparatus," such as the 1996 General Agreement on Tariffs & Trade, to defend themselves in local Proposition 65 cases, "change will follow."
